Nightwing, known by day as rookie police officer Dick Grayson, is tasked with protecting the city of Blüdhaven from a dangerous array of super-villains. Despite his efforts, he finds himself struggling against Blockbuster, the powerful crime kingpin who dominates the city’s underworld. Balancing his dual life, Dick Grayson must not only fight formidable super-powered assassins like the deadly Sylph as Nightwing, but also navigate the complexities of his daytime role. As Officer Grayson, he deals with the unpredictable Dudley Soames, a former police inspector turned manic gunman.
In addition to these challenges, Nightwing faces seductive advances from Catwoman, uncovers the secret origin of the enigmatic Tad, and confronts a new and mysterious threat known only as Hella. Meanwhile, Dick provides support to Oracle (Barbara Gordon) as she copes with the trauma of her father, Commissioner Gordon, being shot in the line of duty.
